Decent Work for Migrants in the Middle East
The Middle East is after the USA and Europe the third main region of destination for Labour Migration, absorbing 14% of global migrant workers, coming mainly from Asia. Abuse and exploitation is widespread, the big number of female domestic worker is not even covered by labour law. With its intervention, SDC wants to contribute to the improvement of the living and working conditions of migrant workers, in order to enhance the development potential of migration towards the countries of origin of the migrant workers. The overall goal of the Program is to better protect men and women migrant workers and to contribute to the maximization of migration benefits for the development
in their home countries as well as in the destination countries. On a policy level this means improving the framework conditions for labour migrants and to redress the situation for vulnerable
migrants. This goal is based on the impact hypothesis, whereby greater accountability in the migration cycle and the fulfillment of basic rights (Labour Law, Human Rights, constitutional rights) in
particular in the receiving countries, leads to more earning, less indebtedness, more remittances, less waste of money, better use of skills etc. In other words, by adopting a lens of ‘protection for
development’, the Global Grogram Migration and Development (GPMD) seeks to ensure that migrant workers benefit from decent working and living conditions and are better empowered to be actors of
development. As an objective for the countries of destination more accountability in the recruitment and employment process would contribute to better governance and integration of migrants, thereby
improving productivity and the level of skills while also being a factor for stability. The GPMD adheres to the following regional and global policy processes and outcomes:
