Independent Evaluation :Decentralisation in SDC's bilateral cooperation: Relevance, Effectiveness, Sustainabiliy and Comparative Advantage
Background
The purpose of the evaluation is to investigate the relevance and effectiveness of SDC's decentralisation measures. The primary focus is on the agency's bilateral cooperation in the South and in the East and it includes decentralisation and local governance projects and programmes as well as decentralising approaches in sectoral projects. An important secondary line of inquiry concerns the support provided by SDC's thematic department including backstopping mandates and how processes of learning are organised.
The evaluation provides findings, conclusions and recommendations on how to improve the relevance and effectiveness of decentralisation measures as well as on strengthening the conceptual and strategic support in this field.
The evaluation covers a number of case studies chosen from among SDC’s priority countries and special programmes (Peru, Mali, Rwanda, Bulgaria, India) and it analyses the thematic support structure in SDC.

SDC’s Performance towards Empowerment of Stakeholders from the Recipient’s Perspective
Background
SDC’s Strategy 2010 emphasizes SDC’s commitment to responding to the needs of recipient communities and to empowering them to help themselves. For this evaluation SDC has aimed for a significant shift in perspective and accountability by mandating an evaluation team exclusively from the South to conduct an evaluation that accesses the recipients' perspective.
The evaluation focuses on SDC’s approaches to empowerment and on its institutional responsiveness to community needs and priorities. Through case studies in Burkina Faso and in Bolivia and a mission to SDC Headquarters, the evaluation team examines SDC’s interactions with marginalized communities and with its implementation partners as well as the ability of SDC staff to recognize and respond to the needs of communities.
