Reconstruction and Rehabilitation Concept The reconstruction and rehabilitation programmes of the Humanitarian Aid of the Swiss Confederation provide measures that, beyond easing suffering through emergency and disaster relief efforts, aim to restore or improve the living conditions of the affected communities and thus facilitate a swift return to normality. The present document sets out the approach and modes of operation that the Humanitarian Aid of the Swiss Confederation will seek to adopt in the area of reconstruction and rehabilitation. The concept is written primarily for use by SDC personnel, but may also serve as a source of information for a wider public.
