Switzerland has been actively assisting Serbia and Montenegro since 1991, initially concentrating mainly on humanitarian projects. In 1999, the focus shifted to programmes of long-term technical
cooperation within the framework of transition support.
Following Montenegro’s independence in 2006, the cooperation programme has been focusing on Serbia. The goal of the current Cooperation Strategy 2010 – 2013 is to provide support for Serbia’s
European integration. Montenegro continues to participate in regional programmes financed by Switzerland.

Development Cooperation: Priorities
Within the scope of a coordinated programme involving the various Swiss partners (State Secretariat for Economic Affairs, Federal Office for Migration and Political Affairs Division IV), SDC is active in Serbia in the following priority sectors:
- Economic development: Development of a market economy (Employment and Income) to the benefit of disadvantaged segments of the population in southern and south-western Serbia.
- Rule of Law and democracy: Fostering the process of democracy building through enhanced cooperation between the central government and municipalities; strengthening of service provision by local governments, fostering local democracy, and supporting the agenda for social inclusion and reform of the justice system.
- Education: Fostering efficiency, quality, and equal access to the education system with an accent on specialized training for teachers; enhanced access for minorities and
disabled persons; reform of the educational system.
In addition, Serbia is a priority country of the new Swiss action line on migration and participates in three regional programmes in the fields of justice and police, research and culture.
In addition, Serbia participates in the so-called “Migration Partnerships Switzerland – Western Balkans” initiative, and takes part in three regional programmes in the domains of Justice and Police, Research, and Culture.
The Swiss Programme in Serbia works mainly with the following partners:
- International organizations
- European Union, European Bank for Reconstruction and Development, World Bank, Kreditanstalt für Wiederaufbau
- The Ministries of Agriculture, Education, Energy, Finance, the Public Administration and Local Self-Governments, as well as the UN Refugee Agency UNHCR
- Municipal authorities, SME agencies, regional development agencies
- Serbian and international non-governmental organizations (NGOs)
