SDC commitment around the world follows a strict schedule and adheres to explicit development targets. This commitment is linked to specific problems or themes and therefore often includes more than one country. The urban-rural issue is dealt with in the specific context of subjects chosen within the framework of geographical focal points. Longer-term involvement locally permits an efficient application of humanitarian instruments in crisis situations. Medium-term country and regional programs form the framework for planning and implementation within priority areas.
In determining the geographical sphere of operations, certain criteria must be observed except in the case of humanitarian aid:
- Need - wide-scale poverty, insecure conditions even for subsistence living, high level of vulnerability, susceptibility to crises
- Potential - developmental framework conditions; good governance; recognition of the need to establish a constitutional state, democracy and human rights
- Comparative advantages for the SDC - previously-established contextual framework; the importance of priority subject areas and core competencies; possibilities of participating in shaping policy
- Swiss political interests - at the forefront is involvement in special programs relating to peace policy and processes leading to social change; assistance in overcoming critical bottlenecks, particularly in the follow up to complex crises and catastrophes; measures to stem migration; obligations arising from membership in the community of nations and participation at global conferences.
