As Competence Centre for Contracts and Procurement, we provide support to all FDFA employees in the implementation of their projects and other undertakings. Be it a matter of legal advice in the
field of contracts, counsel in the procurement of services, or questions regarding contract execution, we are there to provide assistance. In addition, we offer extensive training courses.
Advice in contract law In terms of advice in contract law, we provide support to all FDFA employees when they draw up contracts under private or public law (e.g., project
agreements, agreements with international organizations, or framework agreements for disaster relief), as well as when they seek to be reassured that all the necessary details of information have
been correctly inserted into an already prepared contract. We reply to legal queries on contracts and procurements, and to the legal bases thereto relating. We regularly publish comprehensive
information and documentation on the Intraweb and Internet.
For questions in other legal fields, especially in personal law, the members of the FDFA Legal Services rechtsdienst@eda.admin.ch can assist you. For
information concerning personal data protection and for queries concerning the application of the Freedom of Information Act (transparency principle), you should address Datenschutz@eda.admin.ch or Oeffentlichkeitsprinzip@eda.admin.ch.
Contracts Office As the Contracts Office, we assist all FDFA employees in cases where they want to create a contract in the Esprit system. We reply to any questions relating
to the type of contractor, to the difference between type A and type B mandates, and to themes concerning fees, budgets, and insurance. The Office draws up specific contracts, it is your source of
information on accounting and payment processes, and is responsible for the correct handling of social insurance deductions for type A mandates. We also ensure that sufficient insurance coverage is
guaranteed for visitors who are travelling to Switzerland or to a third country for training purposes.
Counsel regarding procurement We support FDFA employees whenever they require assistance related to the procurement of services, the choice of the correct procurement
procedure, and the preparation of the public-tender documentation. We are also available for consultations on questions relating to the publication of calls for tender, the evaluation of the offers
received, and the contract award process / contract award procedure. The fundamental documents, forms, and model texts relating to procurement have been collected for your convenience in the
Procurement Toolbox.
